Performance management is closely tied to an organization’s business objectives and with the cost of employees approaching 70% of expenses; it is highly impactful to the bottom line. The process of creating a workforce performance management process is usually referred to as Competency Modeling and since the mid-90s, it has become a popular way to define jobs roles and responsibilities, educate employees, train a workforce, and build leadership. The idea of a Competency Model has been around for decades. Boyatzis (1982) defines it as “those competencies that are required for satisfactory or exemplary job performance within the context of a person's job roles, responsibilities and relationships.” Additionally, Hughes, Ginnett and Curphy (1999) stated that a Competency Model “is a set of desired skills, values, or behaviors the organization feels its leaders need in order to successfully meet current and future business challenges.” A Competency Model should be a reflection of the following:

With these competencies established, an organization would then utilize an online platform for performance management. Most systems are built using pre-loaded job roles that determine the particular competencies required to perform each job successfully. Since this is usually spearheaded by human relations, job roles, descriptions, requirements and competencies are often provided by that department. There are a number of online performance management systems to choose from, but many organizations have unique requirements and often require an off-the-shelf platform to be customized.
